The recently seeded iOS 16.2 beta 3 update fixes a long-standing issue related to animations on iPhone 13 Pro and iPhone 14 Pro models with 120Hz ProMotion displays.
As per users’ complaints, the laggy and stuttering animations issue was experienced on iPhone 13 Pro and iPhone 14 Pro models after updating to iOS 16 which was released in September. The issue has not been patched in the subsequent updates until now.
iOS 16.2 will bring back “buttery smooth” scrolling on iPhones with ProMotion displays

Okay then.
Looks like (initially) the stutter is gone from scrolling……just scrolling through MR home page in Safari, and it looks like buttery smooth is back. Yea!!!
Another contributor @Sal09 added that the stuttering issue had not been reported which was a sign that it has been patched.
Its been 30 mins and no one has reported a stutter so far. I take it we have a lift off.
iOS 16.2 update is expected to release in mid-December with several new changes and improvements like the Medications widget for the Lock Screen, ‘Custom Accessibility Mode’, Dynamic Island that shrinks to display signal and WiFi bars when playing music, Sleep widgets for the Lock Screen, more customization options for Alway-On display on iPhone 14 Pro models, Live Activities with more frequent updates, Freeform, and reports on unintentional Emergency SOS triggers.
